PROJECT INFORMATION

Platinum Electricians was engaged by the City of Port Phillip to undertake a comprehensive upgrade of the public lighting along the St Kilda Foreshore Bay Trail. The project involved transitioning from outdated metal halide lighting to a modern LED Smart City-ready system, significantly improving safety and energy efficiency from St Kilda Pier to Brooks Jetty.

PROJECT SCOPE

The key objectives of the project included:

  • Upgrading the existing lighting system to advanced LED technology.
  • Retaining the existing pole structures to avoid new ground penetrations and reduce environmental impact.
  • Installing 93 new LED fittings and relocating camera equipment to external enclosures.
  • Adhering to strict environmental and lighting standards to minimise light pollution and enhance pedestrian safety.

CHALLENGES

The project faced several challenges, including:

  • Ensuring minimal disruption to the natural environment and local wildlife.
  • Integrating the new LED system with existing infrastructure without compromising structural integrity.
  • Coordinating construction activities with local events to avoid interruptions.

EXECUTION

The project was executed through the following phases:

Preliminary Works:
  • Development of comprehensive Site Safety, Environmental Management, and Pedestrian Management plans.
  • Timely procurement of materials, including EWO F-XS light fittings, which offered both cost savings and high compatibility with existing systems.

Construction Activities:
  • Secure delivery and staging of the Elevated Work Platform (EWP) and other materials.
  • Systematic removal of outdated light fittings and installation of the new LED units.
  • Relocation of camera control equipment to new, externally mounted enclosures on the poles.
  • Replacement of access panel fastenings with new stainless steel bolts to improve security and durability.

Commissioning:
  • Commissioning at night ensured the optimal positioning and functioning of the new lighting system.
  • Final testing and adjustments were made to confirm the integration and efficiency of the new system.

Project Completion:
  • Submission of detailed ‘as-built’ documentation, operating manuals, and warranty information to the client.
  • A final site walkthrough and training session conducted for the client’s maintenance team.

PROJECT OUTCOME

The project was completed on schedule, with the new LED lighting system fully operational and meeting all the specified environmental and safety standards. The upgraded lighting has greatly enhanced visibility and safety for pedestrians while significantly reducing energy consumption and environmental impact.
